Možnosti za izboljšavo zmogljivosti finančnega upravljanja v srbski javni upravi

Povzetek

Republika Srbija bo v procesu pridruževanja Evropski uniji morala izpolnjevati zahteve, ki veljajo za splošno sprejete norme družbenih in vladnih sistemov v državah članicah. V sklopu tega procesa se bo srbska javna uprava, ki je trenutno bistveno manj učinkovita kot javne uprave držav članic, morala preoblikovati, da bi dosegla pričakovano raven učinkovitosti. Namen tega članka je podati splošni pregled obstoječih zmogljivosti javnih uslužbencev v Republiki Srbiji na področju finančnega upravljanja ter možnosti za njihovo izboljšavo. Podlaga članku so rezultati raziskave, ki je bila opravljena v okviru projekta CBHE ERAMSUS+ in katere vzorec je zajemal 231 javnih uslužbencev srbske javne uprave, ki so v obdobju med marcem in majem 2017 delovali na področjih priprave proračuna, finančnega nadzora in notranje revizije. Avtorji članka so bili dejavno udeleženi v projektu.
