Participativno načrtovanje proračuna v Srbiji: izkušnje, pridobljene iz pilotnih projektov

Participativno oblikovanje proračuna se je zagovarjalo kot demokratična inovacija, ki bi lahko upravljanje približala državljanom. Številne evropske države so sprejele to zamisel in pilotno izvajale projekte participativnega proračuna na lokalni ravni. V Srbiji pa so demokratične inovacije v začetni fazi. Doslej se je začelo izvajati le peščica projektov participativnega proračuna. Namen tega prispevka je predstaviti glavne izkušnje, pridobljene pri teh projektih, in predstaviti participativno pripravo proračuna kot na državljane osredotočen in fiskalno decentraliziran pristop k načrtovanju in izvajanju javnih financ. Z uporabo mešane metode so bili analizirani projekti in programi participativnega proračuna v treh enotah lokalne uprave v Srbiji. Rezultati kažejo politično voljo le peščice srbskih lokalnih samouprav za izvajanje participativnega načrtovanja proračuna in omejeno trajnost koncepta demokratičnih inovacij.
