V zadnjih desetletjih se je število študij, ki raziskujejo dejavnike, zaradi katerih so mesta privlačna, povečalo. To je bil tudi prvotni cilj te študije. Vendar so bili začetni rezultati presenetljivi. Mesta, ki nimajo značilnosti, ki se običajno pripisujejo privlačnim mestom, so bila v Romuniji uvrščena med najbolj privlačna. Tako je postalo očitno, da bi moral biti prvi korak določiti, katero je najprimernejše merilo privlačnosti v okviru Romunije. Rezultati kažejo, da v Romuniji zgodovinski in pravni okvir ter sedanji način zagotavljanja uradnih podatkov vplivajo na zanesljivost znanih ukrepov privlačnosti mest. Natančneje, mednarodni migranti, ki ponovno pridobijo državljanstvo, umetno napihnejo podatke o rasti prebivalstva in migracijah za mesta v vzhodnem delu države. Študija vsebuje priporočila za izboljšanje zmogljivosti občin za sprejemanje odločitev na podlagi dokazov.
