Organizacijski arhetipi pri javnem naročanju

Povzetek

Študija analizira situacijo, v kateri formalno obstaja pravni okvir učinkovitega javnega naročanja, toda v praksi postopek ne deluje po načrtih. Podatki so bili zbrani od stotih javnih naročnikov v Republiki Srbiji, na podlagi nacionalne ankete uradnikov javnega naročanja in končnih uporabnikov pri vseh javnih naročnikih. Predlagamo model merjenja organizacijskih odstopanj in uvrščanja postopkov javnega naročanja v enega izmed štirih organizacijskih vzorcev, na podlagi pooblastila za sprejemanje odločitev organizacije in s poudarkom na ciljih in načelih. Test Mann-Whitney U (MWU) smo uporabili za testiranje neodvisnih odgovorov od dvestotih uradnikov javnega naročanja in končnih uporabnikov o predmetih – kdo dela, kdo je odgovoren in kdo ima korist; pri sedmih ključnih dejavnostih javnega naročanja. Statistična analiza kaže, da lahko postopek javnega naročanja v Srbiji uvrstimo med postopke s centralizirano pooblastitvijo za sprejemanje odločitev organizacije, ki so osredotočeni na obliko, uradniki javnega naročanja pa so demotivirani. Prizadevanja za nadaljnjo izboljšavo zakonodaje po pričakovanju ne bodo izkoristila svojega polnega potenciala, dokler ne bodo rešeni problemi organizacijske strukture, sistema nagrajevanja, okolja in kulture.
