Načela oziroma predpisi na podlagi pravil spričo negotovosti – je to resnično pomembno?

Javne uprave pripravljajo osnutke zakonov. Vselej nastajajo novosti, ki jih ni mogoče vnaprej zajeti v zakone. Ena izmed rešitev bi lahko bil pristop na podlagi načel na lokalni in državni ravni, ki spričo kompleksnosti daje najbolj bistvene kombinacije načel in pravil. V prispevku je predstavljena zmožnost merjenja načel in pravil: vzpostavlja »pravilo 1:47« oziroma razmerje med načeli in pravili in podaja model, ki zaobjema elemente ocenjevanja načel in pravil ter njihove uteži. S to metodo bi lahko odločevalci sprejeli odločitve brez potrebe po številnejših in podrobnejših, a neučinkovitih predpisih.
