Pravice občine pri razpolaganju z ozemljem in njihove vladne omejitve na Madžarskem

Proces centralizacije na Madžarskem vpliva tudi na lokalne oblasti. Od leta 2010 se soočajo z oslabitvijo svojih pristojnosti in odvzemom svoje naloge, z njo pa tudi z omejitvami svojih pravic v nekaterih vidikih. Namen tega dokumenta je raziskati en vidik omejitve, tj. spremembo lastništva sredstev, vezanih na naloge, z zakonodajnimi sredstvi. Da bi prikazali ta proces, bosta preučena dva primera take omejitve, ki vplivata na glavno mesto Madžarske, Budimpešto in sta simboličen projekt za vlado in občine.
