Uporaba metode zmanjševanja števila zaposlenih na podlagi podatkov o prisotnosti zaposlenih v prevelikih javnih podjetjih, ki so jih ustanovile lokalne samoupravne enote Republike Srbije

Cilj tega prispevka ima dve smeri. Prva je naš poskus opredelitve nove metode in postopka za ocenjevanje presežka zaposlenih v javnem sektorju kot enega od orodij za nadzor javnega sektorja. Druga smer je analiza javnega sektorja na lokalni ravni v Srbiji, kjer je bilo s posebnimi metodami analizirano prekomerno število zaposlenih v javnih komunalnih podjetjih, ki so jih ustanovile in imele v lasti lokalne samouprave v Srbiji. Sklepi so bili sprejeti na podlagi projektov prestrukturiranja, izvedenih v več kot 20 komunalnih podjetjih, ki so vključevala več kot 20.000 zaposlenih.
