Fiskalna decentralizacija in učinkovitost regionalnih oblasti na Hrvaškem: analiza ovojnice podatkov

Najpogosteje uporabljena metoda empirične analize za ugotavljanje učinkovitosti javnih funkcij regionalnih in lokalnih oblasti je analiza ovojnice podatkov. V tem članku podajamo pregled vseh 20 županij kot regionalnih upravnih enot, kot tudi odnos med številom točk ocene učinkovitosti in zunanjimi dejavniki v obdobju med letoma 2009 in 2016. Rezultati naše analize kažejo, da sta izmed zunanjih dejavnikov statistično pomembna zgolj zabeležena letna stopnja brezposelnosti ter letna povprečna plača za zaposlitve s polnim delovnim časom.
