Povzetek

Ta prispevek obravnava »merjenje tistega, kar je pomembno« v lokalni samoupravi, in uporablja indeks trajnostnega razvoja sveta (CSI) v vseh 308 portugalskih občinah. S pomočjo metode analize odločitev z več merili (MCDA), smo uporabili še dodaten model, ki združuje 25 kazalnikov v štirih razsežnostih, da bi ocenili trajnostno lokalno samoupravo portugalske vlade. Kritična ocena uspešnosti je zagotovljena skupaj z analizo finančne vzdržnosti in ocenjevanjem upravljanja, ki opredeljuje glavne dejavnike, ki pojasnjujejo različno delovanje svetov. Pokažemo, da ta pristop pomeni drugačen pogled na oceno portugalske lokalne uprave. CSI orje ledino in se uporablja mutatis mutandis tudi za večino lokalnih vladnih sistemov po vsem svetu.
