This paper examines the impact of decentralization on local governance within federal systems, utilizing a multi-level governance framework. The study investigates how devolving authority to subnational entities influences administrative efficiency, accountability, and citizen participation. A comparative analysis of case studies from Germany, Brazil, and India is conducted to assess the outcomes of decentralization policies. Findings indicate that while decentralization can enhance responsiveness and local development, challenges such as resource disparities and political fragmentation persist. The research underscores the necessity for robust institutional frameworks and intergovernmental coordination to optimize the benefits of decentralized governance.
