Načrti EU za okrevanje, vključujoče gospodarstvo, ki temelji na znanju, in odpravljanje regionalnih razlik

EU je sprejela mehanizem za okrevanje in odpornost kot ključni instrument za zagotovitev, da bodo EU, njene države članice, regije in lokalne skupnosti po pandemični krizi postale močnejše in odpornejše. Glavni cilj mehanizma je doseči podnebno nevtralnost do leta 2050 in Evropo postaviti na pot digitalnega prehoda, ustvarjanja delovnih mest in spodbujanja rasti v tem procesu. Načrte EU za okrevanje bi bilo treba obravnavati kot priložnost ne le za reševanje zdravstvene, socialne, gospodarske in finančne krize po pandemiji, ki jo je še zaostrila sedanja vojna v Ukrajini, temveč predvsem za razvoj bolj vključujočega in inovativnega institucionalnega okvira za evropska gospodarstva z odpornejšimi lokalnimi skupnostmi, malimi in srednjimi podjetji ter visokokakovostnimi javnimi storitvami po vsej EU. Da se vzpostavi splošno okolje, ki bo bolj naklonjeno trajnostnemu in vključujočemu razvoju, so potrebne nove oblike sodelovanja, več političnega prostora, orodja in instrumenti za podporo lokalnim in regionalnim razvojnim strategijam. Zaradi raznolikosti evropskih lokalnih skupnosti in evropskih regij na različnih ravneh razvoja je potreben prilagojen pristop za uresničitev njihovega razvojnega potenciala. Institucionalne inovacije, kot so regionalni javni skladi tveganega kapitala, so lahko ključnega pomena za premostitev regionalnih razlik in izgradnjo regionalnih gospodarstev znanja. Pozitivne izkušnje z okrevanjem, trajnostnim prehodom in vključujočim gospodarstvom, ki temelji na znanju, po vsej Evropski uniji so lahko pomembna izkušnja in spodbuda za številne druge dele sveta, ki se spopadajo z okrevanjem po pandemiji, izvajanjem ciljev trajnostnega razvoja in vključujočim razvojem.
