Konvergenca in divergenca v okvirjih obnovljivih virov energije v zveznih državah ZDA: pomensko in vsebinsko oblikovanje standardov za obnovljive energetske vire v ameriških zveznih državah

Povzetek

V tej študiji smo z analizo okvirjev, ki temelji na tehniki pomenskega in vsebinskega oblikovanja, preučili raznolikost in podobnost smernic za politike na področju obnovljivih virov energije v ameriških zveznih državah. Natančneje, analizirali smo predloge zakonov o standardu za portfelj energije iz obnovljivih virov v 29 državah, ki so ta standard sprejele. Za raziskovanje skritih pomenov v besedilih zakonov in skupnih vzorcev pomenov med zveznimi državami je bila uporabljena metoda latentne Dirichletove razporeditve za pomensko in vsebinsko analizo z uporabo latentnih informacij o ugnezdenih temah. Ugotovljeno je bilo, da sta dve glavni temi, in sicer opredelitev upravičenih obnovljivih virov energije in mehanizmi izvajanja, na katerih temeljijo standardi za portfelj energije iz obnovljivih virov v posameznih zveznih državah, bistveno prispevali k oblikovanju politik posameznih zveznih držav na področju energije iz obnovljivih virov. Glede na energetske razmere v državi in družbeno-gospodarske interese na področju energije iz obnovljivih virov pa so se okviri zveznih držav za opredelitev upravičenih obnovljivih virov energije ter oblikovanje mehanizmov za izvajanje in skladnost bistveno razlikovali.
