Učinkovito pametno mesto na Hrvaškem: pogled državljanov

Danes številne razprave obravnavajo pametna, tehnološko podprta mesta. Lokalne samouprave morajo upoštevati dejavnike pametnih mest, če želijo svojim prebivalcem zagotoviti kakovostne storitve in učinkovito izvajati politike. Zato se v tem dokumentu osredotočamo na pametna mesta, vendar jih gledamo z drugega vidika – z vidika državljanov. V vsakem od 25 največjih mest na Hrvaškem smo prebivalce prosili, naj ocenijo svoje zadovoljstvo z razsežnostmi pametnih mest in jih razvrstijo po pomembnosti. Rezultate smo uporabili v analizi AHP, da bi mesta razvrstili glede na njihovo uspešnost pametnih mest z vidika državljanov. Poleg tega uporabljamo analizo paketa podatkov (DEA), da bi preučili učinkovitost uporabe mestnega proračuna za projekte, povezane z razvojem pametnega mesta. Medtem ko kot primere dobrih praks predstavljamo visoko uvrščena hrvaška mesta, poudarjamo tudi učinkovito porabo proračunov v ne tako visoko uvrščenih mestih in njihovo realizacijo potreb po naložbah na tem področju. Naša študija prispeva k razumevanju pametnih mest z vidika državljanov in širi bazo znanja o razvoju pametnih mest na Hrvaškem.
