Hipoteze o konvergenci in dohitevanju v lokalnih upravah: novi dokazi iz občin Severnega Cipra

Povzetek

Eden najpomembnejših ciljev lokalnih oblasti je običajno izboljšanje njihove lastne uspešnosti. To je posledica rasti prebivalstva, pomanjkanja državnih sredstev, povečanega povpraševanja po osnovnih javnih storitvah in proračunskega primanjkljaja ter zadolženosti. Lokalne uprave poskušajo zmanjšati breme teh težav z izboljšanjem lastne uspešnosti. Ta dokument empirično raziskuje hipotezo konvergence, če se podobne lokalne vlade v znotraj države približajo enakemu dolgoročnemu stabilnemu stanju, z upoštevanjem petih glavnih turških ciprskih občin v gospodarstvu Severnega Cipra v obdobju od prvega četrtletja leta 2004 do zadnjega četrtletja leta 2019 v smislu gospodarske uspešnosti. Koncepti hipotez razpolovne dobe in dohitevanja se izvajajo, da bi ugotovili, kakšna je ekonomska razlika med občinami. Rezultati kažejo, da se občine z najmanjšim številom prebivalcev na zaposlenega običajno približajo povprečju skupine (Morphou in Iskele). Občini Nikozija in Kyrenia sta manj produktivni kot druge občine, vendar občina Famagusta potrebuje manj let kot Kyrenia in Nikozija, da bi dohitela vodilno občino (občina Morphou). Rezultati kažejo tudi, da je eden najpomembnejših razlogov za manjšo produktivnost povezan s prevelikim številom zaposlenih in neusposobljenimi delavci, zato morajo občine pripraviti novo strategijo za zaposlovanje usposobljenega osebja na najustreznejšem delovnem mestu. Drugi razlog izhaja iz njihovih dejavnosti, ki so krite z nepovratnimi sredstvi, ki jih občine prejemajo od centralne vlade.
