Centralizacija, decentralizacija in recentralizacija v Pakistanu: študija primera vzpona in končnega propada načrta dekoncentracije 2000

Kljub skoraj vsesplošnemu sprejemanju načela „pomembnosti institucij“ prevladujejo nesoglasja glede tega, katere vrste institucionalnih ureditev najbolj spodbujajo rast in učinkovito upravljanje ter kaj lahko ali bi morale storiti države, da bi vzpostavile „prave institucije“, ter glede izvora in determinant institucionalnih sprememb samih po sebi. Namen tega članka je prispevati k razpravam o institucijah, institucionalnih spremembah in razvoju s študijo primera uvedbe, izvajanja in končnega propada reform decentralizacije, podprtih s strani Svetovne banke, v provinci Khyber Pakhtunkhwa v Pakistanu. Reforme decentralizacije, razglašene v okviru Načrta dekoncentracije, so dosegle vrhunec s spodkopavanjem avtonomije pokrajinske vlade v provinci Khyber Pakhtunkhwa zaradi ključnih političnih in upravnih vprašanj na lokalni ravni. Vendar je pokrajinska vlada v pričakovanju, da se bo spoprijela z upadajočo politično močjo na lokalni ravni, nadaljevala organizirano in trajno kampanjo za uvedbo vrste sprememb North West Frontier Province Local Government Ordinance 2001(odlok o lokalni upravi severozahodne obmejne province iz leta 2001). Mnoge od teh spornih sprememb so se izkazale za tako zahrbtne, da niso le postopoma spodkopale novoustanovljenega sistema lokalne samouprave, ampak so na koncu privedle do njegove popolne razgradnje. Iz ugotovitev je mogoče sklepati o posledicah za koncept institucionalne spremembe nove institucionalne ekonomije, na katerem temeljita sodobna razvojna politika in praksa.
