Od nasvetov in posvetovanj do lokalnega soupravljanja. Primer svetovalnih svetov v poljskih mestih

Študija se opira na empirične ugotovitve raziskave, ki preučuje funkcije lokalnih svetovalnih zborov (SZ). SZ so zamišljeni s takšno obliko sodelovanja, ki je med ‘svetovanjem in podajanjem mnenj’ ter ‘soupravljanjem’, glede na Fungov pristop (2006). Raziskani so mladinski zbori, zbori starejših občanov in zbori invalidnih posameznikov – ki delujejo v 65 poljskih mestih. Sestavek predstavlja rezultate raziskav v pisarni, ankete in intervjujev s člani SZ, ki so naslovili izvor SZ-jev na Poljskem, njihovo članstvo in način, na katerega rekrutirajo člane, ter funkcije SZ-jev in njihov odnos z mestnimi oblastmi in skupnostjo. Kot sklep avtorici izpostavita proaktivno vlogo Sz-jev v lokalnem upravljanju; toda trdita tudi, da njihova vloga deležnikov v soupravljanju od njih zahteva, da k političnim odločitvam prispevajo več kot le nasvete in posvetovanja, ki so jih podajali do sedaj.
