„Obvezno“ upravljanje migracij na lokalni ravni: Primer Istanbula

Povzetek

Prispevek se osredotoča na vse večjo vlogo mest in lokalnih oblasti pri upravljanju migracij s pomočjo pristopa vse večjega „lokalnega prehoda“ v študijah migracij v zadnjih letih. V Turčiji, ki ima dolgo zgodovino priseljevanja in daleč največje priseljensko prebivalstvo z množičnim sirskim priseljevanjem, ki se je začelo zlasti leta 2011, so mesta in lokalne oblasti razvile različne ureditve lokalnega upravljanja, s katerimi poskušajo odgovoriti na raznolikost, ki jo prinaša priseljevanje. Lokalni odzivi se razlikujejo glede na obseg, akterje, pristop in metodo. V tej študiji se o tem, kako in zakaj občine pripravljajo različne odzive, razpravlja v okviru vloge občin in skupnih metod, ki si jih lokalni odzivi delijo, kljub temu, da pripadajo enakemu pravnemu okviru in so del istanbulskega metropolitanskega območja. Tako je bilo na podlagi analize terenske študije, izvedene v šestih okrožjih Istanbula, ugotovljeno, da so pogoji za migracije in priseljence oblikovani v okviru visoke neformalnosti in obveznega upravljanja.
