Javno upravljanje v primerjavi z zasebnim upravljanjem pri preskrbi s pitno vodo: kaj je cenejše?

Povzetek

Zagovorniki privatizacije/zunanjega izvajanja storitev javnega sektorja zagovarjajo zmanjšanje stroškov in večjo učinkovitost, ki izhaja iz te vrste upravljanja. V tem smislu se je veliko lokalnih ravni upravljanja odločilo oddati določene javne storitve v zunanje izvajanje. Kljub temu pa so empirični dokazi o zmanjšanju stroškov pri izvajanju javnih storitev mešani. V skladu s tem proučujemo, ali je veljaven strošek preskrbe s pitno vodo odvisen od vrste upravljanja, ki ga izvaja lokalna raven upravljanja za vzorec več kot 3500 španskih občin. Ugotavljamo, da je preskrba s pitno vodo cenejša, če jo upravlja neposredno lokalna raven upravljanja. Zato naši rezultati kažejo na to, da zasebno izvajanje storitev ni vedno zagotovilo za zniževanje stroškov.
