Znotraj občinskega lobija: razlaga vpliva lokalnih ravni upravljanja na nove direktive EU o javnem naročanju

Povzetek

Kljub zahtevnemu okolju je lokalnim oblastem uspelo vplivati na eno izmed najbolj perečih vprašanj novih direktiv EU o javnem naročanju (2014), in sicer na (pogojno) izvzetje javno-javnega sodelovanja. Z uporabo sledenja procesov za oblikovanje teorij je v tem prispevku analiziran primer javno-javnega sodelovanja, s katerim se oblikuje varčen vzročni model uspešnega občinskega lobiranja v zahtevnih pogojih. Model predstavlja sestavljen mehanizem, ki je sprožil vpliv občinskega lobija prek medsebojnega vplivanja treh osnovnih delov: strateške lobistične kampanje močnega protagonista, spodbudne zunanje strukture priložnosti in močno dovzetnega okolja sprejemanja odločanja v EU. Poleg tega primer kaže na to, da ima lahko v zahtevnih lobističnih primerih lokalna raven upravljanja korist od svojega posebnega značaja kot volilno legitimirane in politično povezane interesne skupine za promocijo svojih interesov v EU ureditvi.
