Kaj poganja regionalno deljenje v Indoneziji? Ocena vloge institucij

Regionalno deljenje oz. množenje (pemekaran) je še vedno pomemben predmet debat glede javne politike v Indoneziji. V tem sestavku preučujemo dejavnike, ki prispevajo k pemekaranu in analiziramo, ali lahko kakovost institucij razloži število primerov regionalnega deljenja v Indoneziji. Na podlagi opazovanj v obdobju od 2007 do 2014 ugotavljamo, da imata stopnji tako upravnih odobritev kot tudi družbenega kapitala pozitiven in značilen učinek na število primerov regionalnega deljenja. Prav tako ugotavljamo, da denarni transferji in dohodek ne predstavljata regijam motiva za deljenje. Poleg tega obstaja značilna in pozitivna zveza med etnično razdeljenostjo in pojavi regionalnega deljenja v Indoneziji. Hkrati pa kvalitativne ugotovitve na Zahodni Javi in v Bantenu kažejo, da imajo ozemeljske koalicije določen pomen in da se za pemekaranom skrivajo politični, gospodarski in birokratski (t.i. rent-seeking) motivi.
