Ocena učinkovitosti upravljanja v lokalnih upravnih uradih: študija primera Poljske

Povzetek

Analiza učinkovitosti upravljanja je pomemben element pri ocenjevanju delovanja javne uprave z ekonomskega vidika. Da bi dosegli večjo učinkovitost postopka upravljanja in s tem kakovosti v javni upravi, je pomembno analizirati in oceniti njegove elemente. Sodobne raziskave običajno zajemajo posamezne elemente, dele procesa upravljanja. Vendar pa ta študija predlaga celovit pristop k temu procesu. Cilj članka je oceniti ravni učinkovitosti upravljanja lokalnih upravnih uradov z uporabo enega samega sintetičnega kazalnika in tudi opredeliti področja, ki ovirajo učinkovitost upravljanja. Študija uporablja metodologijo institucionalne analize in jo prilagaja potrebam članka. V članku je navedeno, da bi morala področja, ki zahtevajo takojšnje spremembe v poljskih lokalnih vladnih uradih, vključevati področja, kot so strateško in finančno upravljanje, spodbujanje gospodarskega razvoja, vodenje projektov in ponudbe javnih storitev. Kakršne koli spremembe, uvedene na teh področjih, lahko izboljšajo postopke upravljanja, uspešnost in učinkovitost dejavnosti, kakovost delovanja urada, organizacijski razvoj, ki posredno vpliva na lokalni razvoj.
