Vpliv fiskalne decentralizacije na lokalni gospodarski razvoj v Črni gori

Povzetek

Namen prispevka je določiti obseg, v katerem je lokalnim ravnem upravljanja v Črni gori uspelo usmeriti svojo vse večjo fiskalno avtonomijo v smeri podpore razvoja lokalnega gospodarstva. Naša analiza programov v pomoč lokalnim podjetjem je pokazala, da imajo lokalne ravni upravljanja še prostora za izboljšavo svojih poslovnih okolij in programov poslovne podpore. Ekonometrična analiza podatkov za 21 občin za obdobje med letoma 2007 in 2014 je pokazala, da ima povečanje lastnih in skupnih prihodkov pozitiven vpliv na razvoj lokalnega gospodarstva. Vseeno pa te ugotovitve niso dovolj za določitev obsega, v katerem decentralizacija vpliva na gospodarski razvoj in prepoznavo kanalov, prek katerih uveljavlja ta vpliv.
