Normativna teorija lokalne samouprave: povezovanje posamezne avtonomije in lokalnega samoodločanja z demokracijo

Povzetek

Vprašanje reforme lokalnih ravni upravljanja je pri vrhu seznama razprav v programih mnogih razvitih demokracij. Obravnava je pogosto zelo ozko formulirana in je osredotočena na funkcionalno učinkovitost. V prispevku predstavljamo normativni argument za lokalne ravni upravljanja, ki ceni lokalne ravni upravljanja, saj same po sebi izpolnjujejo moralno želene namene neodvisno od svoje funkcionalne učinkovitosti. Argument je ta, da enaka temeljna vrednost – individualna avtonomija – postavlja normativne temelje tako demokraciji kot tudi pravici do lokalne samouprave. To pomeni, da če cenimo demokracijo, moramo zagovarjati močne in ustavno zaščitene lokalne ravni upravljanja.
