Povzetek

Pričujoča študija se osredotoča na lokalni sistem zaščite otrok. Njen namen je prikazati podrobno sliko strukture sistema, hkrati pa nameniti posebno pozornost medosebnim odnosom in delu prek medosebnih povezav. Postavili smo hipotezo, da obstaja med oblastmi in institucijami močna, neformalna mreža. Študija vključuje tudi dimenzijo družbenih povezav pri interpretaciji. Predpostavljamo, da nagnjenost k centralizaciji nima pomembnega vpliva na lokalni sistem zaščite otrok, saj gre za dinamični sistem, katerega delovanje temelji na odnosih posameznikov in strokovnjakov.
