Za decentralizacijo japonskega fiskalnega sistema je reforma trojice (Trinity Reform), ki je bila izvedena med letoma 2003 in 2007, reformirala (i) prenos virov davčnih prihodkov s centralne na lokalne ravni upravljanja, (ii) lokalno razporeditev davka, in (iii) nacionalne subvencije in podpore. Ta študija temelji na okviru več tokov v javni politiki, vključno s problemom in politiko, z namenom razumevanja procesa finančnih sprememb v medvladnih odnosih in dosežkov japonskega premiera Koizumija kot političnega podjetnika pri zrušenju jeklenega trikotnika politikov liberalno-demokratske stranke, birokratov z ministrstev in lokalnih ravni upravljanja za vodenje reforme fiskalne decentralizacije in lokalne avtonomije.
