Pomen uporabe vitkih inovacij za izboljšanje usklajevanja carinskih postopkov v okviru digitalizacije carinske uprave – študija primera Srbije

V okviru strategije za posodobitev se carinske uprave soočajo s potrebo po uvedbi novih komunikacijskih informacijskih tehnologij (IKT), ki temeljijo na dolgi in uspešni evropski zgodovini na področju tehnologije in inovacij. Zato se carinski organi poleg skladnosti zakonodaje, ki predpisuje carinske postopke, soočajo s pomembnimi odločitvami v zvezi z zasnovo in izvajanjem. V tem okviru ta empirična raziskava preučuje, v kolikšni meri lahko digitalizacija srbske carinske uprave izboljša uspešnost carinskega tranzita v smislu izvrševanja trgovinske politike brez uporabe nekaterih upravljavskih orodij, kot je procesno razmišljanje pri vitkih inovacijah. Končna analiza podatkov raziskave kaže, da upravljanje organizacije prek funkcionalnih enot namesto procesov in brez uporabe vitkih načel pri pobudi za digitalno preobrazbo ne bi popolnoma standardiziralo carinskega tranzitnega postopka.
