Nastajajoče teme o medobčinskem sodelovanju v Češki republiki: politično mrežno povezovanje, regionalizacija in finančni kazalniki

Povzetek

Pri medobčinskem sodelovanju ne gre le za sodelovanje dveh ali več občin. Poklicno mreženje ali druga vrsta članstva ali sodelovanja bi lahko bila tudi pozitivna spodbuda za krepitev občinskega sodelovanja. Češka spada med države, kjer ni samo enega nacionalnega poklicnega združenja občin z regionalnimi strukturami, kar bi lahko odprlo vprašanja o njihovem vplivu na medobčinsko sodelovanje. V tem prispevku uporabljamo podatke iz celotnega vzorca čeških občin, da bi razkrili vlogo spremenljivk, vključno s poklicno dejavnostjo mreženja, regionalnimi strukturami in finančnimi pogoji pri obstoju ali razvoju občinskega sodelovanja. Rezultati regresijskih analiz dajejo nejasna pojasnila. Članstvo v enem nacionalnem združenju povečuje verjetnost, da bo občina začela ali vzdrževala članstvo v prostovoljnem združenju občin (PZO), medtem ko članstvo v drugem združenju zmanjšuje verjetnost sodelovanja v PZO. Ker porazdelitev občin na ozemlju ni enotna, posamezne občine pa imajo različne socialno-demografske in teritorialne značilnosti, smo se odločili raziskati osnovne značilnosti občine, kot so nefinančni in finančni kazalniki. Poleg tega za majhne občine nismo mogli preveriti hipoteze, da bodo zaradi pomanjkanja sredstev ali slabših finančnih razmer bolj verjetno sodelovale.
