Povzetek

Prispevek predstavlja sistematični pregled literature o mehanizmih zagotavljanja lokalnih javnih storitev, internih določbah, privatizaciji in medobčinskem sodelovanju za obdobje 2007–2018 z namenom pregleda razvoja obravnavanega območja, ugotavljanja, kateri mehanizem zagotavljanja prevladuje v danem obdobju, in določitve, katera ekonomska raziskovalna usmeritev prevladuje na preučevanem področju. Možni učinki na ekonomijo obsega, zmanjšanje stroškov, učinkovitost in druge gospodarske, politične, institucionalne in socialne dejavnike pri zagotavljanju lokalnih javnih storitev so proučeni z analitično razčlenitvijo vsebine. Rezultati kažejo, da je večina študij o državah in da gre zlasti v zadnjih letih za empirične študije. Na izbiro lokalnih mehanizmov izvajanja javnih storitev vplivajo predvsem velikost lokalne uprave, učinkovitost zagotavljanja storitev, razpoložljiva sredstva in institucionalni okvir. V procesu odločanja imata pomembno vlogo tudi politika in tržna konkurenca. Po nedavni finančni in gospodarski krizi se medobčinsko sodelovanje vse bolj raziskuje kot učinkovita oblika zagotavljanja storitev.
