Razlaga neuspešnih reform javne uprave v postsocialistični Srbiji: neoinstitucionalna perspektiva

Reforme javne uprave v tranzicijskih državah Vzhodne Evrope so v zadnjih desetletjih pritegnile veliko pozornost raziskovalcev in strokovnih delavcev. Glavni razlog za tak interes je dejstvo, da je preoblikovanje javne uprave tesno povezano s celotnim procesom prehoda iz planskega gospodarstva in socializma v tržno gospodarstvo in kapitalizem. Javna uprava velja za enega ključnih institucionalnih vidikov v modernih ekonomijah in družbah, vključno z nekdanjimi socialističnimi državami Vzhodne Evrope. Po neoinstitucionalnem teoretskem okviru so spremembe uradnih institucij (vključno z javno upravo) globoko ukoreninjene v neformalnih institucijah ali kulturi (v smislu neformalnih norm in vrednot). Glavni cilj tega prispevka je razlaga neuspešnih reform javne uprave v postsocialistični Srbiji na podlagi predpostavk neoinstitucionalnega pristopa, ki ga je razvil Richard Scott. Analiza je bila usmerjena na normativne institucionalne elemente – neformalne norme in vrednote. Raziskava nacionalno reprezentativnega vzorca državljanov Srbije je bila izvedena leta 2016 na podlagi teoretskih in metodoloških načel GLOBE. Študija je potrdila izhodiščno predpostavko o normativnih institucionalnih elementih (neformalnih normah in vrednotah) kot najpomembnejših ovirah za reforme javne uprave v Srbiji.
