Povzetek

Odnos ljudi s celinskega dela Norveške do reforme za združevanje občin v obdobju od 2013 do 2018 postaja bolj pozitiven. Večina ne podpira trenutne reforme, kljub temu pa je v tem kratkem obdobju prišlo do precejšnjih sprememb. Zdi se, da te spremembe niso posledica novih in bolj pozitivnih mnenj glede rezultatov in koristi reform. Nasprotno, večina je bila bolj kritična glede pričakovanih posledic reforme za združevanje v večje občine. Spremembe smo tako razumeli kot vrsto ‘resignacije’ ljudi do pritiskov nacionalne vlade za reformo in do splošnih sprememb v njihovem okolju. Več državljanov ocenjuje, da so pozitiven gospodarski razvoj občin in večja lokalna pristojnost koristni učinki združevanja, kar podpira našo trditev. Reforma bo verjetno v vsakem primeru dohitela lokalne enote, odnos državljanov pa se prilagaja njihovim pričakovanjem glede razvoja dogodkov v naslednjih letih.
