Vpliv občin na učinkovitost lokalnih akcijskih skupin pri pridobivanju subvencij za projekte na Hrvaškem

Povzetek

Lokalne akcijske skupine (LAS) so trisektorska telesa, v katerih gospodarski in civilni sektor v partnerstvu z javnim sektorjem koristi sredstva politike EU za razvoj podeželja. V takem decentraliziranem pristopu k lokalnemu razvoju, ki ga vodi skupnost, obstaja tveganje za čezmerno vmešavanje občin in ogrozitev načel razvoja od spodaj navzgor. Temeljna predpostavka, po kateri vodilni javni sektor skuša opravičiti sebe kot telo z boljšo upravno sposobnostjo, ki lahko pomaga lokalnim akcijskim skupinam, da pridobijo in črpajo subvencije, je v tem prispevku statistično preverjena. Primer Hrvaške je pokazal, da »občinizacija« lokalnih partnerstev ni utemeljena, saj povečanje deleža javnih partnerjev v članstvu zmanjšuje učinkovitost lokalnih akcijskih skupin pri pridobivanju subvencij za projekte, obenem pa občine, ki izkazujejo večjo sposobnost črpanja sredstev skozi večji delež sredstev EU v svojih proračunih, ne kažejo prenosa pozitivnih učinkov na lokalne akcijske skupine, članice katerih so.
