Merjenje učinkovitosti na regionalni ravni: pristop analize ovojnice podatkov

V evropskih državah so stalno prisotni pritiski za izboljšavo javnih bilanc in učinkovitosti rabe javnih sredstev. Gospodarska kriza, ki se je začela leta 2007, je oslabila javne finance na državni in lokalni ravni v državah po vsem svetu. Na Hrvaškem so v mnogih lokalnih skupnosti proračuni še vedno pod ravnijo, ki so jo dosegali pred krizo. Ta članek empirično preučuje učinkovitosti javnih izdatkov na regionalni ravni. Uspešnost smo preučili na podlagi sestavljenega kazalnika rezultata, ki smo ga razvili za ta namen. Učinkovitost porabe smo analizirali s pomočjo metodologije analize ovojnice podatkov. Izsledki nakazujejo, da na regionalni ravni obstajajo precejšnje razlike pri uporabi sredstev za nudenje javnih storitev. Rezultati kažejo, da bi morale lokalne skupnosti v najmanj učinkoviti županiji zmanjšati svoje stroške v poprečju za 55 odstotkov vendar obdržati enak učinek, da bi lahko obveljale za uspešne.
