Razumevanje politične podjetnosti v lokalnih upravah – kontekstualni okvir

Obstaja mnenje, da politična podjetnost igra vedno večjo vlogo v organizacijah lokalne uprave. V preteklosti se je politično podjetnost preučevalo glede na motivacije in dejanja posameznega podjetnika. Mi pa trdimo, da ti vidiki niso dovolj, če želimo razumeti, zakaj se politična podjetnost pojavlja v lokalni javni upravi. Namesto tega moramo obravnavati podjetništvo kot umeščeno in analizirati kontekstualne pogoje, ki tvorijo institucionalne zahteve po politični podjetnosti. Predstavljamo preizkusni okvir, ki razlikuje med pogoji, ki izhajajo iz reformiranega organizacijskega okolja, ter pogoji, ki izhajajo iz izzivov novih politik. In nazadnje, sklep članka je, da narava pogojev in s tem institucionalne zahteve usmerjajo politično podjetnost bodisi k podjetništvu, ki ustvarja vrednost, oziroma k sodelovalnemu podjetništvu.
