Povzetek

Dokument analizira ustavne in pravne podlage lokalne samouprave v Srbiji. Dolgo pričakovana reforma o lokalni samoupravi je imela dva vidika: popravek tehničnih napak in uskladitev s spremembami drugih zakonov, ter tudi sprejem sprememb povezanih z bistvom lokalne samouprave. Drugi vidik je večinoma zajemal štiri vprašanja: kompetence lokalne samouprave, organe lokalne samouprave, položaj lokalne skupnosti ter sodelovanje med enotami lokalne samouprave. Vendar pa ta reforma ni dosegla pričakovanj, saj ni ustrezno rešila nobenega od petih ključnih problemov lokalne samouprave v Srbiji.
