This study aims to analyze Algeria's energy transition strategy in the context of climate change, examining both international legal frameworks—such as the 2015 Paris Agreement—and national ones, notably Law 04-09 on the promotion of renewable energies. The strategy faces significant challenges, most notably fragmented responsibilities, poor coordination, infrastructure deficiencies, funding shortages, a lack of skilled personnel, and a reliance on foreign technology. To address the research problem, the study employs a descriptive methodology based on the analysis of legal texts. Key findings indicate the emergence of a promising framework and serious political will regarding structural projects; however, these are countered by a gap between ambition and reality, as well as the modest contribution of renewable energy to the national energy mix. The study recommends streamlining procedures, establishing an independent authority, and supporting university research to localize clean technology.
