Research on the Influence Mechanism of Local Government Policy Support on the Resilience Construction of Small and Medium-sized Enterprises in Emergency Situations

This study investigates how local government policy support influences the resilience-building processes of small and medium-sized enterprises (SMEs) during emergency situations. Through a comparative analysis of three local governments and their respective policy responses, the study identifies Shenzhen’s policy framework as the most comprehensive and effective. The Shenzhen local government implemented a multi-tiered strategy that not only ensured the rapid reconstruction of essential infrastructure following a severe typhoon but also strengthened the internal capacities of SMEs to withstand and recover from crisis events. Targeted sector-specific interventions supported SMEs in restoring core competencies and enhancing unique capabilities. A central feature of Shenzhen’s approach was the emphasis on developing dynamic capabilities, particularly through digitalisation initiatives such as the digital voucher program, which received positive feedback from key stakeholders. Moreover, the adoption of inclusive, grassroots-oriented policies facilitated accelerated recovery, with SMEs resuming operations in an average of just 28.5 days. Stakeholder engagement further contributed to the success of the response, with a notable 92% of SMEs surviving the disaster, despite the event inflicting significant economic damage on the city. These findings underscore the critical role of strategic, inclusive, and capability-oriented local government interventions in fostering SME resilience in the face of emergencies.
