Abstract

Intensified globalization processes create many challenges for the legislative regulation of legal migration relations. These processes also cover the countries of the Central Asian region. Within the countries of the region, there is an active movement of people. In these conditions, many people are in an unprotected legal situation in terms of international regulation (in particular, the 1954 Convention Relating to the Status of Stateless Persons, the 1961 Convention on the Reduction of Statelessness). This situation leads to a large number of migrant workers, refugees, and other population groups. These people live without identity documents, basic civil rights, and the opportunities to legalize their status. This paper proposes to analyze the reasons for the increase in statelessness in the example of Kazakhstan. It discusses the problems of stateless persons and the relevant regulatory framework. The study also develops recommendations for improving state policy and legislation related to statelessness issues in Kazakhstan. This paper covers the mechanisms and problems related to the development and improvement of the legislation on naturalization and protection of the rights of stateless persons.
