Analysis of the impact of provincial and municipal governance on targeted poverty alleviation, consolidation and curbing the risk of returning to poverty from the perspective of labor market structure optimization

The purpose of this study is to explore the impact of local laws and policies on poverty alleviation in provinces and municipalities from the perspective of local governance and the characteristics of labor market structure, so as to curb the risk of returning to poverty in provinces and cities. Combined with the content of social governance, four hypotheses are proposed: whether the poverty alleviation policy, re-employment policy and re-education policy of provinces and municipalities can have a comprehensive effect on the poverty alleviation effect; whether the right to education, pro-poor protection regulations and social assistance regulations curb the risk of relapse into poverty; whether social and vocational training, health care and public participation have an impact on targeted poverty alleviation; Can the reemployment system such as e-commerce and the financial poverty alleviation system play a role in optimizing the labor market structure of provinces and municipalities, and improve the poverty alleviation effect of provinces and municipalities? The empirical analysis results show that provincial and municipal re-employment and education policies and poverty alleviation policies are the main systems to guide rescuers, which can curb the risk of returning to poverty. Social participation such as social and vocational training, medical security, and public supervision can consolidate the effect of poverty alleviation. E-commerce, science and technology poverty alleviation systems, and financial support systems can deepen the structure of the job market and improve the poverty alleviation effect of provinces, municipalities and regions. Therefore, reemployment policies and institutions, as well as financial, e-commerce and science and technology policies, can change the original market structure, provide employment support for the poor, consolidate the effect of poverty alleviation, and curb the risk of returning to poverty. Therefore, provincial and municipal governments should adjust their own laws and regulations on reemployment, encourage the public and social organizations to participate in poverty alleviation work, provide more jobs for poverty alleviation, create a good environment for local poverty alleviation, and promote the improvement of local governance in provinces, municipalities and regions.
