Governance Challenges in Megacities: A Study of Public-private Partnerships in the Beijing-Tianjin-Hebei Metropolitan Area

Abstract

In order to improve the level of public-private partnership governance in megacities, this paper analyzes from the perspective of public-private partnership, and conducts an in-depth analysis of the main objects of local governance. In the process of megacity governance, whether the local government of Beijing-Tianjin-Hebei has a guiding role in the use of public-private partnership resources to the judiciary; Whether the judiciary and the community perform their own duties, provide support for the governance policies of megacities, and the protection of the rights, urge the government to perform their governance duties, urge the community and the public to participate in governance feedback; Whether the community and the public have an impact on the effectiveness of monitoring the implementation, and provide feedback to the judiciary and the government. The results show that there is a lack of government governance content; in terms of public-private partnership governance supervision, the law,and the local governments and judicial institutions play a guiding and protective role in the community and the public, prompting them to legally interpret and supervise policies. At the same time, the community conducts in-depth interpretation of the policy, improves the public's awareness, and lays the foundation for the improvement of supervision.Therefore, in the process of local governance of characteristic cities, the government and judicial institutions play the main responsibility in this process, and the community and the public actively participate in supervision and feedback under the protection of the law, to form a good local governance environment.
