The focus of the conference is on the critical analysis of developments in local governance throughout the world, which contribute to the better understanding and practice of local self-government and which are of interest to scholars, policy analysts, policymakers, and practitioners.
Constitutional and legal foundations for local self-government;
Local self-government and local public services (analysis of exclusive municipal functions:
education (preschool), general administration (fire and civil protection), social welfare
(kindergarten, nursery school and family welfare services), the environment and public
sanitation (refuse collection and disposal, cemeteries and crematoria), urban and economic
development (town planning and local economic development), public utilities (district heating
and water supply);
Fiscal decentralization (comprises the financial aspects of devolution to regional and local
government and covers two interrelated issues, i.e. the division of spending responsibilities
and revenue sources between levels of government (national, regional, local etc.) and the amount
of discretion given to regional and local governments to determine their expenditures and
revenues (both in aggregate and detail);
Politics and decentralization (includes political power sharing, democratization, and market
liberalization, expanding the scope for private sector decision-making as a way of opening
governance to wider public participation through civil society as an alternative to provide
public services in a more cost-effective way);
Responses to the current economic conditions and development of global and regional economies
(all the regions are addressing enormous challenges emanating from the growth slowdown in
developed countries as well as the global credit crunch. Shared impacts across regions are
slowdown in exports, fall in asset markets, reduced credit for consumption and investment, the
resulting increase in unemployment and poverty. A joint approach to promoting debate and
political consensus on recommendations for reforming the global financial architecture could be
pursued through an inter-regional dialogue between the regions, including through cooperation in
research culminating in meeting of policy decision-makers from each region).

Dr Aboul Ella Hassanein is the Founder and Head of the Egyptian Scientific Research Group (SRGE) and a Professor of Information Technology at the Faculty of Computer and Information, Cairo University. Professor Hassanien is ex-dean of the faculty of computers and information, Beni Suef University. Professor Hassanien has more than 600 scientific research papers published in prestigious international journals and over 30 books covering such diverse topics as data mining, medical images, intelligent systems, social networks and smart environment.He also holds the Chair of Computer Science and Information Technology at the Egyptian Syndicate of Scientific Professions (ESSP). Dr Hassanien is the founder and head of Africa Scholars Association in Information and Communication Technology. His other research areas include computational intelligence, medical image analysis, security, animal identification and multimedia data mining.
Dr. Munir Ahmad is a distinguished figure in the field of Computer Science with a focus on spatial data. Holding a Ph.D. from Preston University, Pakistan, he has accumulated over 24 years of experience in spatial data management, visualization, and quality control. His expertise spans open data, crowdsourced data, and volunteered geographic information. Dr. Ahmad is renowned for his contributions to the industry as a trainer and researcher, having authored over 30 publications. Currently, he holds significant positions, including the Incharge of the National Spatial Data Infrastructure Section at the Survey of Pakistan. His work aims to advance the fields of Spatial Data Information System, Big Data, AI, Blockchain, the Metaverse, GIS, and GeoTech.
Pro.Ashraf Darwish Ashraf Darwish (Member, IEEE) received the Ph.D. degree in computer science from the Computer Science Department, Saint Petersburg State University, Russian Federation, in 2006.,He has worked as an Associate Professor and then a Professor in computer science with the Faculty of Science, Helwan University, Cairo. Prior to this, he was an Assistant Professor with the Mathematics and Computer Science Department. From 2017 to 2018, he worked as the Acting Department Chair. He is currently an Adjunct Professor in computer science with Contemporary Technology University, CA, USA. Since 2015, he has been the Vice Chair of the Scientific Research Group in Egypt (SRGE) in the field of computer science and information technology. He has collaborated actively with researchers in this scientific group in several other disciplines of computer science and its applications in medicine, engineering, agriculture, new and renewable energy, nanotechnology, and space science.
