Using a comparative framework that evaluates accountability, responsiveness, service delivery, equity, fiscal sustainability, and resilience, the paper synthesizes patterns across countries and provides illustrative cases (e.g., Denmark, Spain, Poland; Brazil, Colombia, Chile, Mexico).
