Sposobnost lokalne uprave pri upravljanju podjetij v lasti vasi (BUMDes) v Indoneziji: študija primera regentstva Bintan

Povzetek

Eno od prizadevanj indonezijske vlade za izboljšanje gospodarstva podeželskih skupnosti predstavlja ustanavljanje podjetij v lasti vasi (BUMDes). Podjetja BUMDes, ki so uspešna pri svojem upravljanju, ne morejo biti ločena od vloge lokalnih uprav, saj so te pristojne za spodbujanje, nadzor in razvoj podjetij BUMDes. Zato je namen te študije ugotoviti, kakšna je sposobnost lokalnih uprav v regentstvu Bintan za upravljanje podjetij BUMDes. Ta študija uporablja kvalitativno metodo s pristopom študije primera. Podatki so bili pridobljeni s poglobljenimi intervjuji z uporabo tehnike namenskega vzorčenja s ključnimi osebami v lokalni vladi regentstva Bintan ter vodji naprednih in razvijajočih se podjetij BUMDes v regenstvu Bintan. V tej študiji je bilo ugotovljeno, da zmogljivosti uprave vključujejo podjetniške, motivacijske, naložbene in prilagoditvene zmogljivosti. Raziskovalec je tudi ugotovil, da je pomembna zakonodajna sposobnost lokalne uprave kot poroka, da bodo vse naložbe, ki jih je omogočila uprava, lahko preživele in se razvijale. Izziv za upravo pri njenem izvajanju je, da še vedno obstajajo podjetja BUMDes, ki niso bila sposobna sprejeti politik, ki jih je sprejela lokalna uprava. Razlog za to so majhni viri upravljavcev podjetij BUMDes, pomanjkanje podpore vaške skupnosti in neusklajeni odnosi med vaško upravo in upravljavci podjetij BUMDes.
