Preglednost in porazdelitev tveganja v javno-zasebnih partnerstvih: Obravnava matematičnih formul v kompleksnih pogodbah v portugalskem primeru

Koncept partnerstva med javnimi in zasebnimi subjekti, ki se običajno obravnava kot javno-zasebno partnerstvo, se je razširil po vsem svetu kot inovativen model za zagotavljanje javnih storitev in pomoč pri že vzpostavljeni javni infrastrukturi; kot železnice in ceste, objekti za oskrbo z vodo in kanalizacijski sistemi, druge komunalne storitve in javna infrastruktura, celo gradnja in upravljanje bolnišnic, domov za ostarele itd. Da bi projekti javno-zasebnih partnerstev služili javnemu interesu, bi morali temeljiti na dogovorjeni razdelitvi tveganja, kar pomeni, da bi bilo treba projektna tveganja enakomerno porazdeliti med partnerje. Vendar so v tem procesu predstavljala tveganje vprašanja preglednosti, dobrega upravljanja in javne odgovornosti. S portugalskim primerom javno-zasebnega partnerstva, ki vključuje pogodbo o nagradi za gradnjo in vzdrževanje avtocest, je predstavljen argument za potrebo po preglednih in berljivih informacijah.
