Večnivojsko upravljanje v centralizirani državi? Dokazi s Kitajske po ozemeljskih reformah

Kitajsko že od nekdaj smatrajo za centralizirano državo. V zadnjih 30 letih so številne reforme postopoma prenesle pomembne oblastne funkcije na lokalne nivoje, predvsem okrožja. Sestavek analizira ta razvoj na podlagi terenske študije v dveh provincah, Zhejiangu in Sichuanu. Hipoteza je, da je prenos iniciativ postal nov način ‘vodenja’ identitet okrožij na Kitajskem. Ta sestavek je osnovan na analizi z dveh perspektiv. Prva je institucionalna perspektiva, ki zadeva finančno, upravno in politično reformo na Kitajskem; druga je neoinstitucionalna perspektiva, ki preučuje identitete okrožij in vlogo, ki jo imajo akterji na nivoju okrožij pri ozemeljskem razvoju in medvladnimi odnosi znotraj njihovih provinc.
