Izvedba razpisa s strani uprave občinske službe z vidika upravljanja v občinah Republike Srbije

Povzetek

Uprava za lokalne zadeve, ki so jo v obdobju 2016–2019 ustanovile lokalne samouprave, vedno pogosteje izvaja javne razpise. Poleg javnih komunalnih podjetij, ki so jih ustanovile lokalne samoupravne enote, na razpisih sodeluje vse več tako imenovanih »drugih podjetij«. Cilj avtorjev je bil ugotoviti, po kakšnih cenah je uprava za lokalne zadeve sklenila pogodbe z navedenimi podjetji, ki so sodelovala pri javnih razpisih. Avtorji so prišli do pomembnih ugotovitev, saj so imeli vpogled v pogodbe, sklenjene med lokalno upravo in ponudniki v obdobju 2017–2019. V skladu s tem avtorji v prispevku ugotavljajo, da se po javnih razpisih in razpisnih postopkih pogodbe med lokalno upravo in ponudniki sklepajo po cenah, ki so nižje kot v primeru neposrednih pogajanj med lokalno upravo in komunalnimi podjetji. To pomeni, da je izvajanje razpisnih postopkov koristno za upravo za lokalne zadeve, saj se za isto javno komunalno storitev porabi manj denarja davkoplačevalcev.
