Among the most important concerns of the Ministry of Higher Education and Scientific Research is the issuance of Resolution No. 1275 dated 12/27/2022 specifying how to prepare a draft graduation thesis to obtain a university degree for an emerging institution, which allows for openness to the sports, economic, social and industrial environment, the possibility of marketing creative and innovative ideas, and creating... Wealth and motivation for sports investment and self-financing for sports teams and clubs, and achieving their financial and non-financial performance, which requires motivating and supportive strategic plans for creative researchers, the most important of which is entrepreneurship education because of its major role in developing the entrepreneurship culture among students. And enhancing the entrepreneurial orientation and developing their skills and mental formation, so that they are qualified to invest in their ideas, and become contractors and entrepreneurs, as the contributions of this type of education appear in supporting innovative projects, supervising them, following them up, and valuing their results. The success of this strategy depends on the maturity and development of entrepreneurial thought as a mechanism to encourage the spirit of initiative and independence. This is what prompted us to pay attention to this topic and demonstrate its importance, and to carry out this theoretical study, centered in the first part on the conceptual and cognitive framework of entrepreneurial education, goals, programs and strategies of entrepreneurial education, and the second part includes creativity and innovation in emerging institutions.
