Abstract

Digital democracy has become a major tool of inciting citizen engagement and openness in local government. Although sub-national governments are increasingly embracing online platforms like online consultations, e-petitions, and participatory budgeting instruments, there is little empirical data on its democratic consequences and related risks. This paper evaluates both prospects and threats of digital democracy in local self-government with a specific focus on its effects on citizen turnout, transparency and trust in sub-national institutions. The quantitative empirical approach was used to gather data through the structured survey which was conducted on the citizens and local government officials in selected municipalities. To measure the relationship between the digital democracy tools and the governance outcomes, descriptive statistics and regression were used. The findings show that the presence and access to digital participation platforms have a strong impact by improving citizen engagement and local perceptions of transparency. Nevertheless, the results also show that there are still some persistent issues, such as digital exclusion, the issue of data privacy, and the attitudes of symbolic participation, when citizen feedback does not have a significant impact on the final policy making. The research also notes the differences between urban and rural governments where institutional capacity and digital literacy are becoming crucial factors in the success of digital involvement. These findings indicate that, even though digital democracy presents significant opportunities of enhancing local self-governance, its success is tied to legal frameworks favoring its use, institutional power, and inclusion design. The article can be added to the literature on local governance by offering empirical findings on the democratic aspect of digital tools at the sub-national level. It also ends with policy suggestions that will support the legitimacy, inclusiveness, and accountability of digital democracy operations within the local self-government systems.
