Abstract

The impact of online fraud has expanded widely, posing challenges for effective management and control despite continuous efforts by relevant agencies to develop mechanisms and preventive measures. This applied research aimed to develop an innovation for preventing online fraud, enhancing evidence management, and applying crime pattern theory within the context of Nonthaburi Province, Thailand. A research and development (R&D) design was employed with purposive sampling of 127 informants, including community leaders from Suan Yai, Talat Khwan, and Bang Khen subdistricts, police officers from Mueang Nonthaburi Police Station, officers from the Nonthaburi Provincial Administrative Organization and Nonthaburi Municipality, and local residents of Suan Yai. Two research instruments were utilized: a set of focus group discussion questions and an efficiency evaluation scale.

The development outcome was an enhancement of the SafetyVacc application, integrating a crime pattern menu and case classification guidelines within the “Fraud Awareness” feature. This innovation relied on crime pattern information contributed by communities and relevant officials, enabling experiential learning and awareness of current online fraud typologies. A strong emphasis was placed on evidence management to prevent data loss, thereby facilitating law enforcement in suspect apprehension. The application is compatible with both iOS and Android systems.

The efficiency evaluation results, both overall and by dimensions (content, design, and usability), were rated from high to very high. Post-implementation feedback suggested incorporating a real-time alert system for emerging online fraud threats and linking the application to online complaint channels or relevant authorities to support legal procedures. The findings highlight the utility of this innovation in strengthening public capacity for online fraud prevention and demonstrate its potential as a prototype for scaling up to other regions.
