IMPLEMENTATION OF MULTI-ACTOR COLLABORATION POLICY FOR ALLEVIATING VILLAGE BLANK SPOTS IN THE CONTEXT OF DIGITALIZING VILLAGE GOVERNANCE

Abstract

This research is based on the issue of the existence of blank-spot villages in Kuningan Regency, which impedes the digitalization process in village governance. The purpose of this study is to analyze the implementation of multi-actor collaborative policies aimed at alleviating blank-spot villages, examine their influence on the digitalization of village governance, and identify barriers encountered during policy implementation. The research employed a qualitative method, gathering data through observation, interviews, documentation, and literature studies. The validity of the data was verified using triangulation techniques, and the analysis was guided by Rondinelli and Cheema's (1983) theory of policy implementation. Findings indicated that not all aspects influencing the successful implementation of policies according to Rondinelli and Cheema (1983) were optimally fulfilled, due to several implementation obstacles encountered.
