This study explores the implementation of the Sayang Warga Application by the Surabaya City Government as a public service innovation aimed at reducing child stunting. Utilizing a qualitative approach, the study is based on secondary data and adopts a longitudinal planning analysis. Centered on Rungkut District, the analysis highlights how the application enables health cadres to gather household- level information in real time, thereby enhancing the early identification of stunting risks and enabling precise intervention. Guided by the theoretical framework of Rogers (1995), the initiative reflects innovation in public policy direction, the policymaking process, and the dissemination of innovation. The findings show a notable decline in stunting rates in Rungkut between 2022 and 2024. The study confirms that the application’s implementation has positively impacted the delivery of public health services, particularly in monitoring and addressing stunting cases. As a digital innovation, SayangWarga has strengthened the Surabaya City Government’s abilityn especially in Rungkut District to manage and organize stunting prevention efforts more systematically and effectively.
